Three phases, scoped together:

- Phase 01 — Discovery: map what exists, identify gaps against

- Phase 02 — Build: structure, policies, and the automation layer
  that keeps them in sync. Built for leadership and AI tools.
- Phase 03 — Handover: onboard the incoming HR hire and adjacent
  leadership. Full ownership transfers to the client.
